Xihu DISTRICT INTRODUCTION

  Located in the west of Hangzhou, West Lake District covers an area of 312 square kilometers in total and the total population is about 1 million, including 600 thousand permanent residents and 400 thousand migrants. With Sandun and Shuangpu2 towns and Beishan, Xixi, Lingyin, Cuiyuan, Wenxin, Gudang, Zhuantang, Liuxia, Jiangcun and West Lake these 10 subdistricts under administration (the West Lake Subdistrict is governed by the West Lake Scenic Spot), there are 131 communities and 61 administrative villages (including 6 communities belonging to the West Lake Subdistrict and 9 administrative villages). It is the place where provincial Party committee and provincial government are and also is the main and largest urban area with the largest population in the 6 old areas of Hangzhou. The West Lake District can be basically summarized as “Five Fours”:  

  1. The West Lake for eyes, Xiling for heart, Xixi for kidney and Xishan Mountain for lung are “in one district with four kinds of recuperation”. With eye-pleasing sceneries, West Lake is famous for its beautiful landscape of lakes and mountains and numerous places of historical interest and the district is also named by this lake. Xiling Society of Seal Arts, praised as the “First Society in the World”, is an ideal place for chanting poetry and painting pictures, practicing calligraphy and seal cutting, cultivating tastes and nourishing heart. Xixi National Wetland Park, with a total area of about 11.5 square kilometers, can be called the “kidney” of Hangzhou and shared the name of “Three Xis” of Hangzhou with the West Lake (Xihu in Chinese) and Xiling. In addition, the 115-kilometer footpath in Xishan fully completed in 2011 connects West Lake, Longwu and Lingshan the three large scenic spots; with the abundant forest resources and human landscape, it is the “natural air anion bar” and “a lung-nourishing place” for people climbing mountain, exercising and wanting to take good-quality oxygen.

  2. The district possesses “four natures”, which respectively are popularity, luck in making big money, elegance and the soul. According to the composition of the nearly one million people in this district, it can be summarized to be “six plentys”, as there are a plenty of officials, scholars, talented persons, soldiers, rich men and new-type people. The exploitation and construction of living and commercial regions in the west of Hangzhou, Zhuantang, Liuxia, Jiangcun and the new district of Sandun effectively gather the popularity further; the commercial atmosphere increases day by day and the development condition for service industry also becomes quite mature. With the comprehensive strength of the region increasing continuously, the amplification of both general financial revenue of our district and local financial revenue last year rank first in the six urban areas in Hangzhou and the total quantity rank second. With the ecological dominance and graceful environment, the proportion of days with good air quality in the whole district stays above 85%. Due to the profound cultural deposits and prominent cultural and educational advantages, the proportion of the population above the degree of junior college reaches 28.3% and a humanistic spirit of West Lake which “strives for the first class and dares to be the first” has been formed in the long-run development process.

  3. “Co-guidance of four kinds of waters”: river, stream, lake and brook. The water resource is quite plentiful in our district, as there are river streams like Qiantang River, West Lake, Xixi and the Great Channel in and around the area under administration. In particular, the main construction of drawing water into the city from Qiantang River has been finished, as the water is being linked up with river system like the West Lake, Xixi and the Great Channel.

  4. The “compatible feasibility for four events”, which respectively are study, travel, inhabitancy and entrepreneurship. The harmony of the “compatible feasibility for four events in Hangzhou” indicates the core role of the West Lake District in demonstration area. At present, the green coverage ratio and ratio of green space for the area under administration accordingly reach 40.7% and 36.7%, as the per capita public green area is 20.68 square meters, ranking first among eight urban areas. The proportion of the third industry, the second and the first is 78.5:20.6:0.9, basically forming the modern industrial pattern of “the third industry being powerful, the second being advanced and the first being refined”. The district can be said to be rich in intelligence, full of development atmosphere and classic in the environment for inhabitancy, travel and entrepreneurship for the fast-developing service industry and its location in the center of “silicon valley in Hangzhou” as well as nearly a hundred of institutions of higher learning like Zhejiang University, China Academy of Art, Zhejiang University of Technology, Zhejiang University of Science and Technology; with scientific research institutions and three national level development zones, which are Zhijiang National Tourist Holiday Zone, north part of Yangtze River of High-tech Development Zone and National University Science Park affiliated to Zhejiang University, the district is full of talented persons and competitive industries; meanwhile, the basic education is strong and the school-running pattern by collectivization of elite schools is leading the whole country.

  5. The “rise of four dragons”: the Yellow Dragon business area, Longwu (Dragon Dock) zoological base, dragon boat culture and the West Lake Longjing (Dragon Well) Tea. The West Lake District is an old district with coexistence of urban and suburban area with abundant types. The yellow dragon is the representative and pronoun of headquarters’ building economy and modern service industry; Longwu (Dragon Dock), the ecological demonstration base and environment protection zone, is the area producing the maximum amount of the West Lake Longjing tea and has long been praised as “the land for producing thousands of dans of tea”.
