On the afternoon of August 3, 2018, the docking conference on people’s livelihood project of the district government was convened, during which the district leaders listened to the report of the district government on progress of people’s livelihood project, declare the suggestions collected from “Representative Activity Week” and daily supervision process and research on the promotion measures in the subsequent work.         Liu Ying pointed out that people’s livelihood project is the civil project correlated with the masses’ welfare as well as the most basic, direct and efficient approach to perform the “people-oriented” idea. Liu Ying emphasized that it is necessary to work well in the following three aspects. Firstly, it is necessary to further improve the political standpoint. It is necessary to realize that people’s livelihood project is the gold name card of the district government to perform “serving for the people heart and soul” as well as the solemn promise for the people of the whole district. It is necessary for each town, street and department to further improve the standpoint, inherit the great traditions of West Lake District and perform each great and practical issue. Secondly, it is necessary to further accelerate the working progress. It is necessary for each town, street and department to overcome the difficulties, strongly promote the construction of resettlement, education supporting facilities, cultural infrastructure and pension supporting facilities. Thirdly, it is necessary to further improve the project quality. It is necessary to ensure the quality and promote people’s livelihood project into the elite project that highlights characteristics of West Lake targeting at people’s satisfaction. It is necessary to enhance the management and implement the long-term management measures following the project. It is necessary to make plans in advance, organically combine people’s livelihood project and future work and practically promote people’s livelihood project into the project that is praised by both representatives and citizens.

        Shi Yingli pointed out that this year is the first year that comprehensively implements representative voting system for people’s livelihood project so it is necessary to promote the implementation of people’s livelihood project as soon as possible so as to convince and benefit the masses. During the promotion process of people’s livelihood project in our district, the district CPC committee and district government shall attach high importance and take solid measures. The town and street People’s Congress shall carefully organize and powerfully supervise. The mass representatives shall positively participate in and perform the duties. The masses shall sincerely support with expectation. There have achieved periodical results. Shi Yingli stressed that, in the next step, it is necessary to work well in the following four aspects. Firstly, it is necessary to further improve the ideological awareness. It is necessary to be aware that the representative voting system for people’s livelihood project is exactly the vivid representation of implementing Xi Jinping’s socialism with Chinese characteristics in the new era and performing the people-oriented developing ideas as well as the comprehensive implementation of the 4th Plenary Session of the 12th Municipal CPC Committee by our district. Secondly, it is necessary to effectively promote the people’s livelihood project. It is necessary to further stick to the objective, problem and effect-orientation, accelerate the progress, guarantee the quality, practically promote, enhance the propagation, supervise the process and attach importance to results. Thirdly, it is necessary to practically master the time nodes. It is necessary to guarantee the efficiency of supervision according to requirements of time nodes. Fourthly, it is necessary to tightly enhance the communication and coordination. It is necessary to summarize the experience and measures in time, complete the docking of people’s livelihood projects of last year and this year and realize the sustainable development of the project so as to contribute to accelerating the construction of the top district with a well-off society, whole-district beauty and all-citizen happiness.
