The live promotion meeting of “One Body and Two Wings” work system construction of grass-root social governance of Hangzhou was held in West Lake District yesterday.         In response to the construction of “One Body and Two Wings” work system, Zhang Zhongcan pointed out that the next step was to focus on the work in the following three aspects. Firstly, we should unify our thinking, confirm our stance, and profoundly recognize the great significance of “One Body and Two Wings” work system construction. It is necessary to carefully learn and understand the spirit of important address and the spirit of Municipal Party Committee Plenary Meeting stated by General Secretary Xi Jinping on the Central Political and Legal Work Conference, innovate and develop the “Experience of Fengqiao” in the new era, concentrate the efforts on perfecting the system and mechanism constantly, continue to promote the modernization of social governance, and stimulate new impetus for grassroots governance. It is also necessary to conduct overall planning actively, strengthen organizational leadership, form a good situation of “taking the leading role at the municipal level, promoting organization and coordination in districts and counties, and enhancing implementation in towns and villages”, and create a social governance pattern of joint development, co-governance and sharing. Secondly, we should stick on the goal, clarify tasks, and comprehensively promote the construction of work system. We should complete the target location, grasp the relationship among “One Body and Two Wings, comprehensive treatment and achieving a stable and harmonious society” and the relationship between “One Body and Two Wings and grassroots governance of four platforms”, comprehensively consolidate the main responsibility of party committee and government of villages and towns, and maintain the overall stability of society. It is necessary to determine the ideological focus, integrate professional teams and mediation teams, establish a set of practical and feasible mechanisms, and continually improve the systematicness, pertinence, timeliness and operability of work. Thirdly, we should enhance organization and security, provide strong support for the construction of work system, strengthen organizational leadership, comprehensively consolidate the main responsibility, and form a working mechanism of level-to-level administration.         In response to the construction of social governance comprehensive service center of counties, districts and cities, Zhang Zhongcan indicated that the next step was to complete the work in the following three aspects. Firstly, it is necessary to get the ideas into shape and set clear aim and task. We should determine the time nodes, overcome the fear of difficulties, and build a number of social governance comprehensive service centers. Secondly, it is necessary to strengthen the top-level design, unify the ideological understanding into the decision-making of central government, and strive to improve the level of social governance refinement. Thirdly, it is necessary to optimize resources and form joint forces. We should optimize and integrate the data, power, systems and other contents, stick to comprehensively deepening reform, and truly bring the masses the sense of happiness and gain.

        Zhang Genming pointed out in his introduction that the central government had put forward new requirements for strengthening and innovating social governance since the 18th National Congress of the Communist Party of China. In accordance with the concept of “resource integration, information communication and functional integration”, West Lake District has taken the lead in building a social governance service management center that integrates service, management and command. The following three aspects of work should be completed well. Firstly, insist on resource integration and social governance. West Lake District has integrated the resource forces and system of departments, maximized the concentration of power resources, realized the simultaneous real-time mastery of the latest work data and trend, and effectively promoted the integration of departments in the work. At the same time, it is necessary to form a sound governance system. The district social governance comprehensive service center connects to the provincial and municipal collaboration platforms, department platforms, the “four platforms” and village community network of towns and sub-districts, and builds the system framework of grassroots social governance of West Lake District. Secondly, it is necessary to adhere to the actual operation and build a center for achieving a stable and harmonious society as well as emergency disposal. We should build a command center for achieving a stable and harmonious society, adopt the operation mode of “all day long, all-round content and overall process of work”, establish a conference or consultation working mechanism for achieving a stable and harmonious society, adhere to the mechanism of “monthly meeting censorship” and “weekly conference or consultation”, and effectively settle the long-pending cases of petition and visit. We should improve the command and dispatch capability at the district level, and achieve delayering of command and dispatch, intellectualization of information research and judgment, totalization of joint operation and diversification of conflict resolution. Thirdly, it is necessary to adhere to offline and online linkages and build a service window to resolve contradictions.
