Yesterday afternoon, Gao Guofei (Vice Secretary of District Committee and District Mayor) held the Mobilization Meeting of Xihu Platform Construction of “Urban Brain”. He listened to reports about relevant work, and raised requirements for the future work. District leaders like Wu Xiangqian and Ma Pinfang as well as related department leaders were present. At the meeting, Gao Guofei listened to construction situations about urban digital including Xihu Platform, “Convenient Parking” LiveApp, “Integrated Urban Supervision Scene” application and “Smart Water Conservancy” Scene. He communicated with department leaders at times, and proposed feasible opinions and suggestions for problems encountered during platform construction. Gao Guofei pointed out that Hangzhou “Urban Brain” entered Yunqi Town, which was both an opportunity and a challenge. We should pay high attention, deepen the understanding, seriously implement decisions and arrangements of the municipal party committee, give full play to the first-mover advantage, carry forward the spirit of daring to try, and promote the construction of “Urban Brain” to the front row of the city.

Gao Guofei emphasized that we should focus on six aspects and guarantee implementation. First, responsibilities should be clarified. The implementation plan should be planned accurately, and forcing troops must be assigned. A special team should be established, and enter Yunqi Town to focus on key and difficult points, to solve problems in a concentrated way, and to become the bellwether of “Urban Brain” construction. Communication with Alibaba should be strengthened. Besides, we should try to implement advanced ideas, and provide more reproducible and propagable experience for “Urban Brain” construction. Second, necessary accessing should be realized. The data barrier must be broken through, urban operation data of various departments and various levels should be fully displayed in the digital cockpit, interconnection and sufficient sharing of data information should be realized, and relatively scientific and accurate decision references must be provided for urban management. Third, necessary parts should be connected. “Information isolated island” must be broken, and the urban operation data should be connected to the “Urban Brain”. We should realize digital governance and governance capacity modernization via the calculation support of the central system in “Urban Brain”. Fourth, necessary parts should be developed. we should persist in demand orientation and introduce individualized projects, so as to fully reflect the features of Xihu. Professionals must be invited to participate in research and development, in order to positively promote the establishment, development and application of the platform. Passivity must be avoided by all means. Fifth, necessary parts should be perfected. Innovation should be realized for the working concepts, top-level design must be realized, the relation between application development and actual demand needs to be grasped, online and offline combination should be realized, and institutional mechanism reform of urban governance must be promoted with “Urban Brain” construction. Sixth, necessary parts should be grasped. We should focus on key points in work, establish the consciousness of striving to be the first, firmly guarantee “Urban Brain” construction, and ensure that various tasks are properly fulfilled.
