The Plenary Meeting of Provincial and Municipal Management Cadres was convened in West Lake District. On the meeting, the   decision of the provincial and municipal CPC Committees on adjustment of main leaders of West Lake District Government was         announced to nominate Dong Yumin as the candidate for the district head of West Lake District, Hangzhou. Meanwhile, as decided   by the Municipal Committee through research, Dong Yumin will serve as the member and deputy secretary of the District CPC           Committee and the Standing Committee of West Lake District, Hangzhou as well as the deputy secretary of CPC working committee of Hangzhou Zhijiang National Tourist Resort and is nominated to serve as the director of Management Committee of Hangzhou       Zhijiang National Tourist Resort.

Gao Guofei and Dong Yumin delivered speeches, respectively. The leaders of the district CPC Committee, People’s Congress,     government and CPPCC attended. The relevant leaders of Organization Department of Municipal CPC Committee were present.

Gao Guofei expressed that we firmly support the decisions of the Provincial and Municipal CPC Committees and warmly welcome the arrival of Dong Yumin. As he said, the Municipal Committee has been quite concerned about supporting the development of       West Lake District for a long time and Dong Yumin is arranged to take a position in West Lake District through global consideration   and careful study so as to further enrich the leading group of the district CPC committee and government and enhance the leading   force. Dong Yumin is physically strong and owns rich leading and grassroots experience so it is believed that his arrival will                 powerfully promote the new journey of each cause in West Lake District. It is necessary to work well in the following three aspects in the next step. Firstly, it is necessary to firmly advocate. It is necessary to firmly advocate and support the decisions of the provincial   and municipal committees and further strengthen the construction of leader and cadre teams of West Lake District so as to actually   become responsible for the CPC’s causes, the people and the overall situations of the city. Secondly, it is necessary to enhance the   unity. It is necessary to consolidate and establish the consciousness of unity and cooperation, practically enhance the construction of democratic centralism, and correctly handle with the relationship among the team members so as to further consolidate and develop the great pattern of sincere unity and harmonious cooperation and further maintain the good political ecology without corruption.   Thirdly, it is necessary to accelerate the development. With the optimization and adjustment of the leader team as an important         opportunity, it is necessary to further plan for the development targeting at the first class and seize the implementation with fixed     purposes. With “Welcome of Century by Billions Finance” as the carrier, it is necessary to comprehensively carry out the three           special actions, Year of Business Environment Improvement, Year of Enterprise Service and Year of New Manufacturing Industry         Promotion, and accelerate the construction of the top district with a well-off society, whole-district beauty and all-citizen happiness   so as to contribute to the quality development of each economic and social cause of Hangzhou.

Dong Yumin expressed his firm submission and deep gratitude to the organizations’ decisions. As he said, West Lake District     owns a long history, developed economy, huge developing vitality and potential so he feels it is a great honor and responsibility to   work in this area with rich historical accumulation and modern atmosphere, have the opportunity to work with the mass cadres and   people in West Lake District and strive for the development of West Lake District and happiness of people. He expressed five ideas.   The first idea is loyalty. It is necessary to adhere to the political principles, strictly abide by the political rules, resolutely implement     each decision and deployment of the central, provincial, municipal and district committees, be honest and unite with members of       district committee and government, maintain the continuity of government work and jointly maintain the good pattern of                 harmonious and steady development of West Lake District. The second idea is transparency. It is necessary to firmly establish the       ideas on rule of law, adhere to the administration according to laws, and actively accept the legal supervision of District People’s     Congress as well as the democratic and social supervision of district CPPCC so as to ensure the transparent operation of government powers. The third idea is sense of responsibility. It is necessary to attach importance to idea emancipation, stick to reform innovation and be responsible for actions tightly focusing on the objective of accelerating the construction of the top district with a well-off       society, whole-district beauty and all-citizen happiness. The fourth idea is performance. It is necessary to practically enhance and        improve the working styles, optimize and perfect the institutional systems, improve the government organs’ executive power on      implementation, keep improving the performance of administrative work, optimize the development environment, and greatly         promote the quality development. The fifth idea is honesty. It is necessary to cherish the organizations’ trust, remember the             responsibility, keep the bottom line, use rights impartially for citizens, and always stick to the original intentions of public servants.
