The 8th Plenary (Enlarged) Session of the 9th CPC Meeting of the District Committee, West Lake District, Hangzhou was held         yesterday.

There were 29 committee members of the District Committee and 6 alternate members present at the Plenary Session.

The Standing Committee of the District Committee hosted the meeting. Gao Guofei the secretary of district committee delivered a lecture. Dong Yumin and Ye Ze the deputy secretaries of district committee attended.

Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, the participants deeply studied the spirits of the 4th Plenary Session of the 19th CPC Central Committee, Central Economic Working Conference and Plenary Sessions of Provincial and Municipal CPC Committee, listened to and discussed Gao Guofei’s working report entrusted by the Standing Committee of the District Committee, deeply analyzed the current situation faced by West Lake development, scientifically planned the current and       future development ideas, united and mobilized the CPC organizations, members and cadres of each level in the whole district to         stick to their original intention, remember the             missions, emancipate the ideas, undertake the tasks, focus on economy, target at the first-class for development, accelerate the building of the top district with a well-off society, whole-district beauty and all-citizen       happiness on the Plenary Session.

It was pointed out in the meeting that, since this year, the Standing Committee of the District Committee has united and led the CPC organizations, members, cadres and masses of each level in the whole district, powerfully implemented Six Major Actions closely sticking to the fighting objective of building the top district with a well-off society, whole-district beauty and all-citizen happiness to maintain the excellent developing tendency of economic society. There were six tasks having mainly been done: vigorous                     implementation of digital industrialization, industrial digitalization and urban digitalization that further improves the development     quality, vigorous implementation of development along Qiantang River that further optimizes the urban-rural environment, vigorous implementation of civil well-being action that further improves the citizen life, vigorous implementation of culture prosperity action   that further enhances the cultural strengths, vigorous implementation of reform & difficulty-solving action that further inspires the   development vitality, vigorous implementation of foundation consolidation action that further boosts the entrepreneurial passion.

It was pointed out in the meeting that, faced with the major opportunity and huge challenge of development acceleration, it is   necessary to profoundly grasp the historical position of West Lake District, always stay firm and awake, practically enhance the           historical mission awareness, strategic global awareness and crisis awareness, dare to undertake responsibility and face                       contradictions, comprehensively and deeply search for gaps, problems and measures, clarify the cruxes that restrict the development and the target orientation of further development, adapt to the situation, overcome difficulties and take the initiative, and make         every effort to seize the initiative in the new round of development. The tasks in three aspects having mainly been taken into             account: it is a must to always stay sober, target at the advanced urban areas and notice the gaps to accelerate the development; it is a must to find out the target positioning and clear the development path based on the advantages to accelerate the development; it is also a must to stick to the problem orientation, find out the problem crux and comprehensively rectify to accelerate the                   development.

It was emphasized on the meeting that the whole district must stick to the objectives and implementation so as to contribute       what West Lake District can do to the high-level and comprehensive construction of a well-off society. The next year is the decisive   year for high-level and comprehensive construction of a well-off society, the ending year for the 13th Five-year Planning and the       dashing year for West Lake District to accelerate the construction of the top district with a well-off society, whole-district beauty and all-citizen happiness. In order to comprehensively accomplish all the tasks, it is a must to stick to “Welcome of Century by Billions     Finance” as the objective, formulate and publish Opinions on Implementation of “Year of Investment Promotion, Year of Platform   Promotion and Year of Style Construction" to Promote High-quality Economic Development, comprehensively promote the Special Action of “Year of Business Environment Improvement, Year of Enterprise Service, Year of Promoting New Manufacturing Industry,     focally seize the seven focuses. Firstly, it is necessary to focus on “three cities and one valley” and improvement of the platform       energy level. Secondly, it is necessary to focus on industrial cultivation and improvement of development potential. Thirdly, it is           necessary to focus on technology talents and improvement of innovative vitality. Fourthly, it is necessary to focus on business             environment and improvement of practical reform effects. Fifthly, it is necessary to focus on protective utilization and improvement   of urban quality. Sixthly, it is necessary to focus on civil care and improvement of well-off index. Seventhly, it is necessary to focus on governance innovation and improvement of governance level.

It was stressed on the meeting that, for the development of West Lake, CPC construction is the key while cadre teams are the       foundations. It is necessary to strictly govern CPC and strengthen the foundation so as to provide a powerful guarantee for quality     development of each cause. It is necessary to enhance the unified leadership of CPC, adhere that CPC shall be strictly and                   comprehensively governed by itself, grasp the "key minority" of CPC cadres, stick to the standards of “first-class status, leading          posture”, consolidate and deepen the educational results themed on “adhering to the original intention, remember the                   missions”, comprehensively mobilize enthusiasm and boost spirits, attempt to be CPC members with firm political standpoints,         strong ability, good style and strict disciplines, do the utmost to build a quality and professional “West Lake Legion” with                 concentrated attention, smart behaviors, proficient business and fine service, and transform the huge vitality of cadres into the          powerful motivation for development.

It was highlighted on the meeting that the whole district needs to deeply implement the spirits of Plenary Sessions of the District Committee, practically implement each target task deployed by the meeting into specific working, and make efforts to open up the   new pattern of high quality economic and social development in West Lake. In the next step, it is necessary to focus on the efforts     and implementation of “six words”. Firstly, it is necessary to work hard in “unity” and work together comprehensively. Secondly,   it is necessary to work hard in “fast” and work in full speed. Thirdly, it is necessary to work hard in “endeavor” and                         comprehensively create situations. Fourthly, it is necessary to work hard in “new” and comprehensively vitalize. Fifthly, it is               necessary to work hard in “practice” and comprehensively display the strengths. Sixthly, it is necessary to work hard in                      “professional” and comprehensively enhance the motivation.

On the Plenary Session, the working tasks at end of year were deployed where it was required to grasp the comprehensive           assessment work, attach importance to economic operation and scheduling, carry forward “Three Services” activity, care for the     masses’ production and life, strengthen the safe production and social stabilization work, enhance the incorruptible CPC political     style and guarantee the good end of this year and the good beginning of next year.
