Yesterday morning, the mobilization meeting of the 2019 Regional Action on Strengthening the Foundation and “Beautiful Pioneer Action” was held. Zhang Genming, Secretary of the District Committee, made a speech. Gao Guofei, Deputy Secretary and Mayor of the District Committee, presided over the work. Ye Weiping, Chairman of the Xihu Committee of CPPCC, Ye Ze, Deputy Secretary of the District Committee, and leaders of the District, Shen Bo, Wu Xiangqian, Tang Wenquan, Chai Guoqing, Chen Xiaoxiong and Gao Weixing attended the meeting. At the meeting, the work related to the Regional Action on Strengthening the Foundation and the “Xihu Pioneer Action” and the key points of the Party-building work in 2019 were arranged. The District Committee and District Government signed the target responsibility statement for Party building work in 2019 with the representatives of relevant towns, sub-districts and departments.

      On behalf of the District Committee, Zhang Genming first expressed his gratitude to the vast number of Party members, cadres and comrades fighting in the front line of Party building in the district. He pointed out that in the past year, the main economic indicators of the whole district continued to grow rapidly, the quality of the ecological environment was constantly improved, people’s livelihood was steadily promoted, the overall social situation was harmonious and stable, and the district took the lead in various assessments of the city. Achievements have been made by adhering to the “Xihu Pioneer Action” as the basis, taking “Party building plus” as the guide, focusing on “guaranteeing development, breaking through difficulties, creating pioneers and striving for excellence, serving the masses, gathering strength” and effectively promoting the work of the whole district. The Party members and cadres in the district have become more and more energetic, their enthusiasm for starting businesses has become more and more vigorous, their beliefs have become more and more firm, and their political ecology has become more and more clear. The organization department, the propaganda department, the united front work department, the veteran cadres, and the Party building departments of government organs are all advancing together, and their achievements are remarkable and commendable, which are worthy of high recognition.

      Zhang Genming pointed out that in the next year, we should fully understand Xi Jinping’s socialist ideology with Chinese characteristics and the spirit of the Nineteenth National Congress of the Party in the new era from a higher standpoint, from a political, overall and strategic perspective, fully understand the various deployment requirements of the central and provincial governments for party building work, and insist on arming our minds, guiding our practice and promoting our work with Xi Jinping’s socialist ideology with Chinese characteristics in the new era. First, we should fully understand the new requirements of Xi Jinping’s socialist ideology with Chinese characteristics in the new era for Party building; second, we should fully understand the new requirements of the central and provincial governments for Party building; third, we should fully understand the new situation faced by Party building; fourth, we should fully understand the new tasks of Party building in Xihu. Faced with the new situation and new requirements, we should adhere to the problem-oriented approach, keep a close eye on shortcomings and weaknesses in the work, come up with practical and feasible solutions, continue to carry out innovative development in light of the actual situation, and push the party building work step by step, and effectively improve the overall effectiveness of the party building work.

      Zhang Genming emphasized that it was necessary to fully realize the vital importance of Party building, which should not be ignored at any time or under any circumstances. We must fully realize that Party building is a fundamental and long-term strategy. Only by doing a good job in Party building, can other tasks be guaranteed and supported. Firstly, we should fully realize that it is the primary responsibility to do well in Party building; secondly, we should fully realize that doing well in Party building is the greatest achievement; thirdly, we should fully realize that being good at Party building is the greatest skill.

      Zhang Genming emphasized that we should give full play to the role of “Party building +” in leading, promoting and ensuring economic development, ecological construction, people’s livelihood and social governance, so as to realize the synchronization and integration of Party building and various undertakings of the Party, and enhance productivity, cohesion and combat effectiveness with “Party building +”. Firstly, we should insist on promoting development by Party building to bring about power and vitality; secondly, we should insist on maintaining stability by Party building to bring about peace and harmony; thirdly, we should insist on winning people’s support by Party building to bring about warmth and strength.

      Zhang Genming emphasized that in order to do a good job in Party building in Xihu District in 2019, we should highlight the theme of in-depth study and implementation of Xi Jinping’s socialist ideology with Chinese characteristics in the new era, seize the main line of educational practice activities of “never forget the first intention and keeping the mission firmly in mind”, and do a good job in six aspects focusing on the main direction of providing firm guarantee for the new effectiveness of the “high-quality development, high-standard beautification, high-level governance, high-quality life, high-demand deep reform and high-quality contingents”, so as to put the tasks of Party building into practice with more determination, more will and more enthusiasm, and strive to push the Party building work in Xihu to a new level. First, there must be planning. We should start to draw up or further improve the relevant work plans from the aspects of building a clean and honest Party style, inspecting at the grass-roots level, developing media integration and developing democratic parties, etc., so as to promote the all-round and rapid development of various undertakings of Party building in Xihu. Second, we need to make rules. We should formulate and improve rules, ensure their validity, operability and rigidity, give full play to their important role in standardizing the procedures and working methods of the Party’s leading organs, and ensure the normal and orderly operation of major relations and power within the Party. Third, we must specify the provisions. We should implement the requirement of “comprehensively and strictly administering the Party” and define the specific working regulations in strict accordance with the provisions of the Party Constitution, so as to restrain and manage every Party member and cadre in accordance with the regulations. Fourth, we should standardize the operation. We should strictly enforce the Party’s political discipline, consciously regulate our own words and deeds with the Party Constitution, further standardize the political life within the Party, the implementation of Party discipline and Party regulations, the report of requests, declaration of personal matters, branch work and education of Party members, and ensure that the work of the theoretical central group and the activity day for party members are carried out in a standardized manner. Fifth, we should abide by the rules. We must firmly establish the consciousness of Party Constitution, law and convention, and make our personality subject to the Party spirit, the individual to the big ego, and selfishness to the common will. Never act in a seemingly disciplined manner without actively doing anything, but on the other hand, throw aside the rules and act recklessly. Sixth, we must follow the rules. We should adopt the vision of development, firmly grasp the law, adjust measures to local conditions and combine with the reality, find the correct direction and method of implementing the policy from the continuous understanding and grasp of the law of Party building work, creatively formulate the working ideas, planning and layout, avoid subjective blindness, to achieve the optimal results.
