Yesterday afternoon, the opening ceremony of major projects and concentrated signing activity for key investment projects in the first quarter of 2019 were held in Xihu district. Zhang Genming, Secretary of the District Committee, made a speech. Gao Guofei, Deputy Secretary and Director of the District Committee, Shi Yingli, Director of the Standing Committee of the District People’s Congress, Ye Weiping, Chairman of the Xihu Committee of CPPCC, Ye Ze, Deputy Secretary of the District Committee, and leaders of the District, Wang Jian, Wu Xiangqian, Chen Xiaoxiong, Cheng Xingjin and Gao Weixing attended the meeting.

      On the centralized opening ceremony, Zhang Genming first congratulated the centralized start-up of 23 major projects. He pointed out that the project started covers a wide range of areas, and the implementation of the project will help to improve the city’s functions and improve people’s livelihood. Since 2017, nine centralized opening ceremonies of major projects have been held in our district. The holding of quarterly activities is the centralized display of project construction results, the centralized solution of problems and the overall improvement of effective investment in fixed assets, which is conducive to further unifying the ideas and reaching consensus of the whole district.

      Zhang Genming emphasized that the whole district should continuously enhance service awareness and innovative service methods to provide comprehensive and full-process services for the introduction, landing and start-up of projects. All the projects started this time should be carried out in earnest and quickly. In the process of project construction, each project owner unit should build each project into a first-class project in quality and quantity; each design unit should go deep into the site for whole-process tracking and comprehensive follow-up; each construction unit should speed up the construction efforts, accelerate the completion and operation of the project; each supervising unit should regulate the supervision behavior, measure the actual quantity and fulfill their duties conscientiously; relevant subordinate towns and sub-districts and departments should create favorable conditions for the real and quick start of the project.

      On behalf of the District Committee and District Government, Zhang Genming first welcomed the arrival of the participating entrepreneurs and congratulated the entrepreneurs who had successfully signed the contract. He pointed out that our region attaches great importance to attracting investment in economic and social development, and has attracted a large number of high-quality enterprises. Our district is a fertile soil and cradle for the growth of enterprises and the realization of entrepreneurs’ dreams. It is in the forefront of the whole province in terms of the number, scale and market value of listed enterprises, unicorns and quasi-unicorn enterprises.

      Zhang Genming emphasized that the next step in attracting investment should focus on four aspects. First, we must actively “go out” to carry out investment promotion work. We should intensify the efforts of attracting investment, broaden our horizons and strengthen learning, so that investment promotion work could be more targeted. Second, we should take the initiative to engage in investment promotion. We must attach great importance to the work of attracting investment and put it in a more prominent position. Relevant departments, towns and sub-districts should cooperate closely, concentrate their efforts, set up investment teams, and conduct professional and accurate investment promotion. Third, we need to carry out investment promotion work aiming at “big, excellent and hi-tech” projects. We should keep pace with the times, pay special attention to new things and actively attract new forms of business, new technologies and new projects when aiming at the “big, excellent and hi-tech” projects. Fourthly, we should carry out investment promotion work with enthusiasm and sincerity. We should overcome formalism, bureaucratism, and valueism, and promote investment promotion with enthusiasm and sincerity.

      Zhang Genming emphasized that all towns and sub-districts and platforms in the district should catch up with each other in the number and effectiveness of the contracted projects. The signing of this project should be taken as the starting point of investment promotion in 2019, and the work of investment promotion should be more intensive and practical, so as to promote the rapid and stable progress of our region in pursuit of the new effectiveness of the “high-quality development, high-standard beautification, high-level governance, high-quality life, high-demand deep reform and high-quality contingents” and truly realize the all-round and high-quality development of economy and society.
