On the afternoon of July 19, Xihu District kicked off a meeting to welcome the supervision of provincial eco-environmental protection and the promotion meeting for the construction of beautiful Xihu was held, which conveyed the spirit of the city’s mobilization meeting, deployed the first provincial ecological environment protection inspectorate to inspect the welcoming as well as the construction of the Beautiful Xihu. Zhang Genming, Party Secretary of District Committee, made a speech. Gao Guofei, Deputy Secretary of District Committee and District Mayor, made the work arrangement. Ye Weiping, Chairman of the District Committee of the Chinese People’s Political Consultative Conference (CPPCC), and other four groups of district team leaders attended.

Zhang Genming pointed out environmental protection supervision was a major institutional arrangement made by the Party Central Committee with Comrade Xi Jinping at the core. It was an important measure to promote local party committees, governments and relevant departments to implement the responsibility of ecological environment protection. All departments, towns and streets should earnestly implement the spirit of the city’s meeting to welcome the provincial environmental protection supervision, and strictly implement the deployment requirements of the district party committee and district government. With the environmental inspection as an opportunity, it was required to further unify our thinking and clarify our task, further promote the Beautiful Xihu Initiative, and try our best to push forward the implementation, ensuring the construction of ecological civilization in Xihu District to reach a new level.

Zhang Genming emphasized provincial supervision should be valued as much as the central supervision. It was required to deeply aware that environmental supervision was a comprehensive inspection of local urban and rural conditions, ecological factors and other aspects, a test of development concept and working ideas of local party committees and governments, and a specific action to promote the Party’s ecological civilization construction and environmental protection work to be fully implemented. It was required to resolutely safeguard the blue sky, clear water and pure land and implement the new concept of development and well balance the relationship between economic development and ecological and environmental protection. It was required to take the supervision work as an important driver of work, to take the provincial ecological and environmental protection supervision as an effective measure for consolidating the achievements of the first round of central environmental protection supervision, promote the construction of the beautiful Xihu, and keep sober on the past performance. Through the supervision, the whole district should further improve rules and regulations, strengthen infrastructure construction, raise ecological index and ensure the ecological civilization construction in Xihu District can stand the test.

Zhang Genming stressed, all departments at all levels should highly emphasized and take immediate action to quickly implement the spirit of the meeting, focus on conducting extensive research on environmental issues and be strict and prompt in rectifying problems to ensure problems are identified, rectified and resolved in advance; should improve all kinds of ledger data, check and file item by item, carefully prepare and file the relevant materials in accordance with the requirements of the inspection to ensure full and detailed content, standard form format.

At the meeting, Zhang Genming also made specific deployment for next stage of the Beautiful Xihu construction.

During work deployment, Gao Guofei pointed out, eight aspects of work should done well to welcome the supervision of provincial ecological environment protection. The first was to have a profound understanding of the great significance with the most serious attitude. The second was to fully understand the grim situation with the soberest attitude. The third was to have a comprehensive grasp of the inspection requirements with the most serious attitude. The fourth was to quickly implement organizational strength with the most determined attitude. The fifth was to carefully organize preparations with the most meticulous style. The sixth was to promptly complete the handling of letters and visits in the most efficient manner. The seventh was to fully implement rectification measures with the most practical ways. The eighth was to claim responsibility and accountability with the most correct style. In view of the next stage of the Beautiful Xihu construction, the following three areas should be emphasize. The first was to affirm results, and review and summarize the work in the first half year. The second was to understand the situation clearly and face up to existing problems and deficiencies. The third was to set our goals firmly and do our best to fulfill our annual goals and tasks. 

The first ecological environment protection inspectorate in Zhejiang province would be stationed for about 15 days as scheduled. During this period (July 18 to August 1, 2019), the special hotline No. was 0571-87202115, and the special post office box was Special Post Office Box A1609, Hangzhou, Zhejiang. The time for receiving reports was 9: 00-18: 00 every day. The first ecological environment protection inspectorate in Zhejiang province would mainly accepts letters, calls and reports about Hangzhou’s ecological environment protection, in accordance with the requirements of the provincial party committee and the provincial government and the duties of the inspectorate. Other letters and visits beyond the scope of this admissibility would be handled by the inspected areas, units and relevant departments in accordance with regulations.
