Yesterday afternoon, Zhang Genming, Party Secretary of District Committee held the “Mutual Visiting and Learning” Competition Promotion Meeting in Xihu District in July. He debriefed related work report and put forward the requirements for next-phase work. Gao Guofei, Deputy Secretary of District Committee and District Mayor, Shi Yingli, Director of the Standing Committee of the District People’s Congress, and Ye Weiping, Chairman of the District Committee of the Chinese People’s Political Consultative Conference (CPPCC), and other four groups of district team leaders (District Committee, District People’s Congress, District Government and District Committee of CPPCC) attended.

Zhang Genming pointed out the previous-stage work had witnessed certain success, but also existed such problems as “not seeing enough”, “not understanding completely”, and “not thinking steadfastly”. This required three elements to make the project a highlight and a model, namely, leading contents, advanced methods and good results.

By explaining ten terms, Zhang Genming emphasized that, the next stage of the Competition of “Mutual Visiting and Learning” held in the whole District, should be goal-oriented, standard-raising, and competitive. The first was “advanced”, i.e., to be more ambitious, strong-minded, steadfast and leading. The second was “standard”, i.e. to be more responsible, standard-raising and striving. The third was “success” i.e. to make more efforts, focus on key tasks, spare no efforts, and strive forward. The fourth was “dedication”, i.e. to make solid progress in all work with stricter requirements, and more feasible measures. The fifth was “pursuit”, i.e. to be stricter on oneself, carefully summarize previous experience and lessons, and continuously improve the short board. The six was “level”, i.e. to have more profound thinking and more comprehensive work ideas, and firmly grasp the initiative. The seventh was “persistent”, i.e. to go further than others, go all out and restart again for another success. The eighth was “one-up”, i.e. to be faster than others. Ninth was “strength”, i.e. to work harder than others so as to further clarify one’s thinking, intensify efforts and make solid progress. The tenth was “rhythm”, i.e. to make a tight schedule, with faster frequency and shorter cycle. The whole district should be closely around these ten terms to comprehensively improve ideological understanding, vigorously promote the implementation of work, and form a strong atmosphere of “competition, mutual learning, catching up and surpassing”.

Gao Guofei pointed out the “Mutual Visiting and Learning” Competition held in July was very rich in content, which could be summarized in four words: innovation, affinity, practicality and wisdom. Gao Guofei stressed, three areas of work should be done well in the next phase. The first was to be more specific about the areas of work, with more importance, clear concept, open ideas, implementation of the work, continuous tracking of the evaluation work. The second was to focus more on key tasks. It was necessary to find out the key points of work, avoid “going about several tasks at a time” and strive for light spots in the city’s evaluation. The third was to pay more attention to the construction of intelligence. “Intelligence” could not only reduce human labor, but also ensure the efficiency and accuracy of work. The application of intelligence should be strengthened to build the Xihu District into a smart city.

Before the meeting, Zhang Genming and Gao Guofei led teams respectively and conducted on-the-spot investigations on the highlights of each unit, such as science and technology business incubator Fudi Pioneer Park 2.0, Party and Mass Service Centers in the Southern Area of Wenxin Street and Huanglong Business Circle, Xixi Street Comprehensive Management Center.
