In recent days, the Xihu District had carried out the activity of “one thousand cadres entering the community to deepen the Three Services (serving the community, the masses and the overall situation)” in order to further promote the “Beautiful Xihu Action”, and further deepen the garbage classification work in the district. Thousands of cadres went deep into villages and residents’ homes to carry out garbage classification and household propaganda and advocate the concept of garbage classification. Zhang Genming, Party Secretary of District Committee, Gao Guofei, District Mayor, Shi Yingli, Director of the Standing Committee of the District People’s Congress, Ye Weiping, Chairman of the District Committee of the Chinese People’s Political Consultative Conference, and the other four sets of district team leaders attended.

On the morning of August 24, Zhang Genming, Party Secretary of District Committee, and district leader Gao Weixing went to Beishan Street, Lingyin Street and Wenxin Street to investigate garbage classification and carried out on-site inspection of the garbage classification in Baochuyuan; No.2, Lane 4, Baoshishanxia;  Zijing Xinyuan Community; Dongshanlong. Everywhere he went, Zhang Genming would approach the Garbage Sorting Spot and Garbage Centralized Collecting Spot in the corridor of the residential area to look carefully at the garbage classification hardware facilities, and learn more about the implementation of garbage classification. He also communicated with community leaders and garbage classification supervisors to inquire about the establishment of garbage classification mechanism. After hearing relevant responsible person’s detailed introduction, Zhang Genming affirmed their innovative measures to carry out garbage classification based on the actual situation of the community.

During the research period, Zhang Genming pointed out, after publicizing and introducing the garbage classification in Xihu District, that garbage classification involved each household, as well as the changes in people’s ideas and habits of life. We should focus on three areas of work during the process. The first was to master the required knowledge of garbage classification. We should make the public know how to classify household waste, how to place it and what to pay attention to. The second was to dispose garbage in the specified time and place. The third was to realize compliance with laws and regulations. We should strengthen supervision and law enforcement to ensure the effectiveness of garbage classification by strictly enforcing the law.

On the morning of August 24, Gao Guofei, Deputy Secretary of District Committee, and District Mayor, District leaders Wu Qianqian, Chai Guoqing, Chen Bailei, Fang Hongqing and their party went to Xixi Street, Cuiyuan Street, Gudang Street, Jiangcun Street and Sandun Town to investigate garbage classification work. They visited the Wenjiao Community, Xiamaocheng Community, Tianyuan Huanyuan Community, Wenyuan Community, Zhengyuan Community, Guanyuan Community, Shengyuan Community and Fuyuan New Village successively. Gao guofei stressed that the responsibility should be fully implemented to effectively improve the level of garbage classification management. First, in residential households, the front-end classified delivery method should be adopted to meet the needs of classified delivery in residential households. Second, in the dwelling communities, residential garbage collection facilities should be upgraded. Third, “Red and Black List” System should be adopted to raise awareness so as to improve the accuracy of garbage classification and the quality of source separation.

On the morning of August 24, Shi Yingli, Director of the Standing Committee of the District People’s Congress, went to Dongshanlong Community of Lingyin Street to investigate the garbage classification work. Shi Yingli first came to two households in Waidong Community to carry out household publicity, publicize and introduce the garbage classification work in Xihu District to them, and distribute garbage classification brochures. Then Shi Yingli came to Buildings 25 and 32 in Waidong Community and the surrounding houses in Renshoushan Community to inspect the community garbage chamber, inquiry about the arrangement of the garbage chamber in detail, as well as the current situation of garbage classification and garbage bin and other facilities and equipment.

On the morning of August 24, Ye Weiping, Chairman of the District Committee of the Chinese People’s Political Consultative Conference, and District leader Fang Hongqing went to Zijingang Community of Sandun Town to investigate the garbage classification work. They conducted a field inspection of the publicity spots for garbage classification, garbage chamber, and garbage centralized collecting spot of Shengyuan Community. Ye Weiping pointed out that garbage classification should be continuously done well. The first was to create a good atmosphere for garbage classification. We should do a good job in household propaganda and try our best to make residents classify garbage correctly and initiatively. The second was to improve the hardware facilities. We should increase the number of sorting bins in the community and guide residents to sort garbage in their homes.
