At present, the Site Meeting for the Joint Construction Work of “Three Areas” Covering Area of Zero Direct Drainage, Area of No Illegal Building and Standard Area of Garbage Sorting in Xihu was held. Secretary Zhang Genming of District Committee presided over the meeting and made a speech. Leaders including Gao Guofei (Vice Secretary of District Committee and District Mayor), Shi Yingli (Director of NPC Standing Committee of Xihu District), and Ye Ze (Vice Secretary of District Committee) were present. At the meeting, the Water Conservancy Office of Xihu District, the District Office of “Three Reforms and One Demolition”, and the Urban Management Bureau of Xihu District explained related work to nearly 600 joint construction units for storm sewage diversion, garbage sorting and illegal building management.

Zhang Genming pointed out that Xihu District advanced the water control work with a big pattern, overwhelming strategies and strong force, so the water quality and ecological environment in the region were improved obviously. Based on the successful creation for the “area of no illegal building”, we continued to demolish illegal buildings in stock and newly added illegal buildings. By grasping the opportunity of Hangzhou Regulations on Household Waste Management, we advanced the “key trifle” of garbage sorting in all respects. Various departments, towns and joint construction units should pay high attention, deepen the understanding, deeply comprehend the important significance of the creation work for “three areas”, strictly implement the deployments and requirements of the district committee and district government, actively undertake tasks, and make contributions to the creation for the “area of zero direct drainage”, “area of no illegal building and standard area” of “garbage sorting”.

Zhang Genming emphasized that the joint creation for “three areas” involves a tight schedule, heavy task and high standard. Various joint construction units should rapidly implement the spirit of the meeting, closely cooperate with the park and village communities, intensify the force of overcoming difficulties, accurately fill a vacancy, and advance the work with high standard and high quality. All people of the district should take positive actions, make a deep analysis, grasp the creation standards for three jobs, grip the time nodes, accelerate the process, solidly carry forward the reconstruction project of rain and sewage diversion, strengthen the illegal building management force, conduct garbage sorting according to local situations, rapidly start a craze of participation by all people and joint construction, and start the tough battle of joint creation for “three areas”.

Zhang Genming stressed that the joint creation for “three areas” was the important deployment made by the district committee and district government according to relevant requirements of the central, provincial and municipal governments, and hoped that the extensive masses and various joint construction units could understand and support. We should fully realize the importance and necessity of advancing the three jobs, make monographic studies on the work, stick to the problem-orientated concept, increase the rectification force, establish the consciousness of creating excellence, and positively participate in the joint creation for “three areas”. Various departments and towns should provide active mating and thoughtful services, strengthen guidance and close cooperation, continue to increase the masses’ awareness rate, support rate, participation degree and satisfaction degree for the construction of the “area of zero direct drainage”, “area of no illegal building and standard area” of “garbage sorting”, and create a thick atmosphere that the whole society pays attention to, support and advance the joint creation of “three areas”. All people should be of one mind and make joint efforts, to ensure that Xihu District can perform the target tasks issued by the provincial and municipal governments in time.

Before the meeting, the group led by Zhang Genming and Shi Yingli visited Xixi Sub-district, Cuiyuan Sub-district, Wenxin Sub-district, Gudang Sub-district and Jiangcun Sub-district, to conduct field research on the garbage sorting work of relevant parks, communities and shops on the street.
