Yesterday afternoon, Xihu District held the Greeting Party for Chinese New Year of 2020. All parts of society enjoyed a happy get-together, bid farewell to the old year, enhanced friendship, and discussed development plans. Gao Guofei (Secretary of District Committee) made a speech. Participants included Shi Yingli (Director of NPC Standing Committee of Xihu District), Ye Weiping (CPPCC Chairman of Xihu District), Ye Ze (Vice Secretary of District Committee), and other district leaders.

First, Gao Guofei extended blessings of Chinese New Year to all people of the district on behalf of the district leaders. He pointed out that the last year was an extraordinary year in the development history of Xihu. All people of the district persisted in the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, firmly implemented various decisions and arrangements of the central government and provincial & municipal party committees, and vigorously carried out “six actions”. Various undertakings of the economic society maintained a good development trend. Hence, we laid a solid foundation for accelerating the creation of an “all-round well-off, beautiful and happy district”, and took a key step.

Gao Guofei gave a retrospect and prospect in three words. First, he praised the achievements of last year. In 2019, the major economic indicators and work tasks of the district were completed successfully, and the district was ranked top in the city. Our district vigorously developed characteristic leading industries, and showed a strong development momentum in service industry, core industries of digital economy, and industries above scale. We accelerated the construction of key platforms and characteristic towns; Zhijiang Future Community successfully entered the first batch of future community projects in the province; Longwu Tea-town and Yichuang Town successfully created provincial characteristic towns. We increased the force of scientific and technological innovation, added 212 national new high-tech enterprises, and introduced 70 leading talents; the founder of Aliyun, Doctor Wang Jian was elected as the academician of the Chinese Academy of Engineering. We constructed a beautiful environment, successfully created the national demonstration area of ecological civilization construction. We enhanced the working force of people’s livelihood, and obtained excellent achievements in old community reform, settlement building construction, and education & medical care. We spared no effort to maintain harmony and stability, making the petition letter ecology better and better. Second, he expressed his thanks to everybody. He extended gratitude for the support and help of old leaders and old comrades; extended gratitude for the struggle of cadres in various units; extended gratitude for the industrious effort made by front-line comrades including village communities; extended gratitude for the concern and participation of “two representatives and one committee member”, Association of Industry and Commerce, entrepreneurs, and all parts of society; extended gratitude for the strong guarantee provided by the extensive public security officers, people’s armed forces department, militia reserve, and all police officers of politics and law; extended gratitude for the silent persistence of commanders in the troops. Third, he cheered for the New Year. The new year is a year to comprehensively build a moderately prosperous society at high level, a year for the “13th Five-year” Plan, and a year to accelerate the creation of an “all-round well-off, beautiful and happy district”. In the new year, we should vigorously implement “100 projects” and “one hundred billion engineering” based on the objective of the first 100-year; conduct three special actions including “Business Environment Improvement Year”, “Enterprise Service Year” and “New Manufacturing Industry Promotion Year” via “greeting the year with hundred-thousand”; promote high-quality development of Xihu by centering on “three cities and one valley”, industry cultivation, scientific and technological talents, business environment, protection and utilization, concern about people’s livelihood, and management innovation; present a gift to the centenary of the founding of the Communist Party of China with excellent performance.
