On the morning of October 26, Xihu District held the Conference of Advancing Important Economic Indexes. The leaders listened to the report about the implementation of 13 major economic indexes, 7 transformation and upgrading indexes, annual arrangement of high-quality development, and tasks for indexes of the fourth quarter, and raised requirements for the follow-up work. Gao Guofei (Secretary of District Committee) made a speech. Dong Yumin (Vice Secretary of District Committee and District Mayor) and other district leaders including Gao Weixing, Chen Bailei, Ma Pinfang, Shao Xiaojun and He Jiaxin were present.

Gao Guofei pointed out that all people of the district had enhanced ideological understanding, paid high attention to the advancing work of important economic indexes, strengthened analysis and judgment, analyzed various projects, tried to implement various assessment indexes, and made great efforts to obtain a good performance in the provincial and municipal assessment of economic indexes. Besides, various related departments had paid high attention to the annual arrangement of high-quality development and tasks for indexes of the fourth quarter, optimized the working process, and guaranteed the orderly advancement of various links.

Gao Guofei emphasized that we should soberly realize the existing weak links in the current work, focus on the target, conduct deployment in advance, and provide sufficient guarantee for the completion of assessment tasks and layout of the next year. Then we must concentrate our efforts on six aspects. First, we need to analyze the rules. We should clarify the assessment target, detail the item classification, study the rating rule, increase the working enthusiasm, make the working process refined, spare no pains to solve the weak links, and try to acquire a high score in various assessments. Second, we should guarantee our position. We must comprehensively analyze the number of projects, decompose various items, vigorously excavate the project potential, guarantee superior projects, and guarantee high-quality advancement of various assessment works. Third, we should grasp the projects. We must increase the project attraction force, absorb the implementation of high-quality projects, and provide energy for sustainable economic development; implement the idea of serving the enterprises, help the enterprises grow, and make contributions to the economic development of the district. Fourth, we should strengthen cooperation. We must increase the communication and coordination force, positively strive for the support from superior department, clarify the department’s entity responsibility, make various departments’ working measures detailed, and achieve a new effect in work. Fifth, we should shoot ahead vigorously. We must increase the sense of urgency, master the dynamic information of assessment indexes, carry out related supporting work, and guarantee that all assessment indexes are reported. Sixth, we should make a plan for the next year. We need to stand from the present, take a long-term perspective, make a plan with a forward-looking vision, and guarantee the long-term benefits for the economy.

Dong Yumin emphasized that we should focus on two aspects next. First, we should guarantee implementation according to the plan. We must make a work plan according to the target, give targeted guidance for the assessment items, act proactively, gather strength, strengthen areas of weakness, and guarantee the advantage of projects ranked top. Second, we should integrate the departments and regions at different levels, and make plans elaborately. We must make a development plan of the next year with a pragmatic attitude, make scientific plans on investment, attraction, land transfer, budgeting and enterprise listing, and make arrangements for the work in advance.
