Yesterday morning, the Training Course for Creation of National Civilized City was started in Hangzhou. Fu Hua (Deputy Director of Publicity Department of the Communist Party of China) made a speech; Zhou Jiangyong (Standing Committee of CPC Provincial Committee and Municipal party Secretary) made a statement. Gao Guofei (Secretary of District Committee) and Wu Xiangqian (district leader) were present.

Fu Hua pointed out that the major task of this training course was to study and carry out General Secretary Xi Jinping’s important ideas about propaganda ideology and spiritual civilization under the guidance of Xi Jinping’s thought on socialism with Chinese characteristics for a new era, to deeply study and carry out Xi Jinping’s instructions about epidemic prevention and control as well as economic and social development, to summarize and exchange the experience of various places about civilized city building, to interpret the job requirements for the creation of civilized city, and to study how to deepen the creation of civilized city under the new era. Fu Hua emphasized that we should deeply realize the essential requirements for the creation of civilized city under the new era, and guide the creation of civilized city with Xi Jinping’s thought on socialism with Chinese characteristics for a new era; deeply realize the new situations faced by the creation of civilized city under the new era, and practically enhance the sense of responsibility and sense of mission for the creation of civilized city; deeply realize the key tasks about the creation of civilized city under the new era, stick to a correct political direction, try to cultivate new talents for the era, serve the city center, practice the idea of people first, strengthen fine city management, promote integrated urban and rural development, and complete various tasks carefully; deeply realize the inherent law of the creation of civilized city under the new era, and continue to increase the creation level of civilized city under the guarantee of system, orientation of problems, power of innovation, blueprint of indexes, and principles of pragmatism.

Zhu Guoxian said that Zhejiang persisted in promoting the creation of civilized city through shaping, soul molding and benefiting the people, and various tasks entered a new step. Especially after the breakout of COVID-19, civilized cities of Zhejiang Province at various levels fully played a leading role, and tried to establish a correct direction, set up a style, gather the popular support, and promote the development. Positive contributions have been made to the epidemic prevention and control as well as economic and social development in Zhejiang Province. During these years, we practically performed the three missions: promoting the practical creation of civilized city; intensifying the sense of responsibility for “file leader for modernization of provincial governance”, and promoting the innovation of civilized city creation; always practicing the “people-centered” standpoint, and driving diligent creation of civilized city. At a new start, we will resolutely shoulder the following missions: promote the creation of civilized city at high quality and high level under the powerful guidance from Publicity Department of the Communist Party of China and Central Civilization Office; win the “tough battle” in the new round of national civilized city creation; try to establish a civilized window to display the spirit of socialism with Chinese characteristics for a new era.

Zhou Jiangyong said that the municipal party committee and municipal government of Hangzhou always kept in mind General Secretary Xi Jinping’s entrustment, persevered in the creation of civilized city according to the decisions and arrangements of the central government and provincial party committee about spiritual civilization, and made endeavors to create an “important window” for the construction of national civilized cities. We continue to wipe the gilded signboard of the “most beautiful phenomenon”, integrate the cultivation and practicing of socialist core values into the creation and construction of civilized city, accelerate the construction of civilization practice center, and intensify the value guidance of civilized city. Besides, we have deeply promoted the construction of beautiful China samples, accelerated the construction of beautiful city, beautiful town and beautiful village, continued to conduct urban village renovation and small town improvement, and displayed the bright color of civilized city. In addition, we have persisted in digital urban governance, taken the lead in exploring “city brain”, created “Health Code”, “Qinqing Online”, “Land Cloud” and “Digital Platform for Work Resumption of Enterprise”, and introduced “Hangzhou Civilization Help Code”. We have promoted shared governance, provided services for people’s livelihood, established the voting system for matters of people’s livelihood, deepened the good habit cultivation engineering, and laid a solid foundation for civilized city.
