Recently, Implementation Plan of Xihu District on the Construction of Civilization Practice Center under the New Era (hereinafter referred to as Plan) was formally printed and issued. The Plan not only clarifies the higher targets and more detailed measures for the construction of civilization practice center under the new era in Xihu District, but also provides policy support for exploring the working path with Xihu characteristics and creating the most beautiful scenery line in “important windows”.

Start a new situation under higher requirements by returning to zero

As the main urban area with the largest area in Hangzhou City, Xihu District not only has strong economic power and good ecological environment, but is also ranked top in spiritual civilization.

In the previous year, Xihu District gained good achievements in three comprehensive evaluations of the city: it was ranked first in creation of civilized city in 2019; ranked second in Cultural Prosperity Action; ranked third in ideology examination. “The Most Beautiful Xihu People” has become a famous brand for ideological and moral education of Xihu people, the voluntary service of “Xihu Mode” has become a template of the province and city, and the construction of cultural front has enriched the masses’ amateur cultural life…… Civilization has already permeated into various aspects of the city.

The work of civilization is always on the road.

When continuously consolidating and improving previous good performance, Xihu District will carry out construction work of civilization practice center under the new era with more detailed measures and more strict requirements. We will make the party’s innovation theory “fly into common people’s house” by learning and propagandizing theories and policies, cultivating mainstream values, enriching cultural life, going deep into transformation of social traditions, and caring vulnerable groups. In addition, we will guide the masses to advocate morality and emulate those better than themselves; cultivate civilized style, family tradition and folk custom; turn the civilization practice center of Xihu District under the new era into China’s leading and Zhejiang’s first-rate civilization practice center sample.

Make more accurate and effective plans with digitalization

As the national test unit for the construction of civilization practice center under the new era, Xihu District keeps a foothold on the advantages of digital industry through bold trial and positive exploration.

By applying the idea of “city brain”, Xihu District will construct the “digital cockpit” for civilization practice under the new era, and gather organizations, resources and personnel for civilization practice. In the aspect of personnel planning, party members & cadres and grass-roots will be arranged to cover the volunteer service team of various levels, departments and industries, and conduct various kinds of civilization practice activities.

Steadily advance the implementation according to the time nodes

The Plan points out the construction of civilization practice center under the new era is divided into four implementation steps: implementation phase before the end of April, initiate the construction of physical space for civilization practice center under the new era; implementation promoting phase before the end of June, complete the construction of “digital cockpit” for civilization practice under the new era and civilization practice institutes of other 8 towns (sub-districts) under the new era; evaluation and acceptance phase before the end of July, evaluate the running conditions of civilization practice center under the new era, and inspect the construction of civilization practice institutes in the district; consolidation and improvement phase after August, make the voluntary service teams conduct civilization practice work at the practice center, institutes, stations, points and levels.

To guarantee that the construction is carried out orderly, Xihu District has established a special leading group to guide the construction and operation of the civilization practice center. Besides, we have established working mechanisms of projects, operation, training and discussion, brought the civilization practice under the new era into the job responsibility system of ideology, and ensure that the construction of civilization practice under the new era can be completed at high level as scheduled.
