To comprehensively implement various decisions and deployments of the provincial committee, provincial government, municipal committee and municipal government, and to realize “good performance in the whole year” based on the “good start” of economic work in the first quarter, Xihu District held the Economic Situation Analysis and Main Economic Indicator Catch-up Meeting of the First Quarter on the afternoon of April 23. The leaders listened to the report about various economic indicators and situations of merchant stability, tax protection and “Double Thousands” work; they also raised requirements for the follow-up work. Gao Guofei (Secretary of District Committee) made a speech. Dong Yumin (Vice Secretary of District Committee and District Mayor), Ye Weiping (Director of NPC Standing Committee of Xihu District), Ye Ze (Chairman of District CPPCC), and Jiang Yongzhu (Vice Secretary of District Committee) were present.

Gao Guofei pointed out that under the joint effort of the whole district, economic operation of the district presented the trend of “one stability”, “two rises”, “three increases” and “four guarantees”; the general economic indicators were consolidated in stability; industrial enterprises above designated size rebounded powerfully and the service industry revived comprehensively; market consumption, export and fixed-asset investment presented a growing trend; elements including land supply, project attraction, main market players and enterprise service were fully guaranteed; a “good start” was realized, and the stage achievements obtained should be fully affirmed.

Gao Guofei emphasized that we should soberly realize the existing problems in work when enhancing the confidence and maintaining the willpower; keep awake and proceed with determination; firmly grasp the principal line and tenet of the economic work; conduct real practice and solid work; focus on six aspects next. First, we should clarify the general situations, and focus on the annual target. We must establish a contending standard and requirement, and realize high-quality development of the economic work. Second, we should grasp the key points, and improve the development level. We must grasp the key work according to the practical situations; implement the requirements of “focusing on the demand to deal with land”, “focusing on the ecology to attract investment” and “focusing on the target to realize listing”; further increase the development level and development quality. Third, we should optimize the environment, and create a golden brand of enterprise service. We must “look back”, expand the service coverage, improve the service ability, further perfect the horizontal and longitudinal service mechanism, and enhance the sense of gain. Fourth, we should strengthen the innovation, highlight the increase of effect with digital reform. We must grasp the new opportunity of digital reform, expand the new scene of business circle consumption, advance the reform and improvement of Wensan Digital Life Block, build the “future factory” by gathering forces, intensify innovation guidance and digital energization, and inject new vitality into economic development. Fifth, we should keep enthusiasm, and try to be first-class. We must comprehensively explore the weakness in work, continue to consolidate the strong points, give full play to the enthusiasm of “willing ox” and “pioneering ox”, and enhance the overall strength of the economy in Xihu. Sixth, we should try to be the first, and show a new style in the catch-up activity. We must create a dense atmosphere of excelling in competition, strengthen the comparison and exchange with brother districts, and form a good situation of joint development and mutual improvement.

Dong Yumin emphasized that we should follow the overall guidance of “ten actions for economic construction”; implement the “6-list”Action, College Economy “300” Action, Wensan Digital Life Block action, City Brain “Double Hundred” Action, New Manufacturing Industry Revitalization Action, Film and Television Culture Industry Acceleration Action, Building Economy Quality and Efficiency Improvement Action, Enterprise Listing “Phoenix Plan” Action, Technology Innovation Investment Action, and Xihu Talent Action; persist in projectization of work; try to implement the work, project and responsibility.
