On the morning of January 11, Xihu District held a conference on the work of departments for people’s livelihood, and participants heard about the reports from the departments for people’s livelihood on each satisfactory and unsatisfactory work in 2021 as well as their own work planning in 2022. Some requirements for the next step of work were also put forward. Deputy Secretary of the District Party Committee and District Mayor Dong Yumin gave a speech. Other District leaders including Chen Bailei, Qian Zhiqing, Miao Lingrong and Yu Hui attended.

After giving comment on the report of each department and deploying the key work for them in 2022, Dong Yumin pointed out that the people’s livelihood work should focus on managing the relationship between “tradition” and “innovation”, which means to constantly be adapted to the new situations and changes while keeping the bottom line of livelihood needs, and thus create a high level of work for people’s livelihood. We should manage the relationship between “dispersion” and “agglomeration”, which means to disperse and allocate the resources for people’s livelihood to the grassroots and listen to the residents’ opinions and feedback, strengthen the agglomeration effect of projects for people’s livelihood, refine and sublimate these projects to step into a new level. We should tackle the relationship between “gaining trust” and “pleasing” by building the projects for people’s livelihood in accordance with the District’s development basic conditions, and step-by-step, carrying out the work according to the ability to “make people feel pleased” as well as “attain the people’s trust”.

Dong Yumin stressed that the next step should focus on three aspects of work. First, we should grasp the three “key points”. The work for People’s livelihood should be closely focused on three key points: “the center of the Asian Games”, “the original aspiration as the provincial capital city” and “the core for common prosperity”. We should, through the preparation for the Asian Games, make a better job of maintaining people’s livelihood and coordinate the urban-rural development to create a high-quality environment for the residents in Xihu District who can enjoy convenient transportation, ecological livability and quality education. Second, we should deepen the three “senses”. The work for people’s livelihood should also focus on three major aspects: sense of access, sense of happiness and sense of security. On deepening the sense of access, we should pay attention to the income increase, employment security and others, and provide a full range of initiatives for various groups to ensure people’s access to labor, business and social insurance; on enhancing the sense of happiness, we should do a good job of “Good Education”, “Healthy Xihu”, and “Retirement with Happiness”, to realize leapfrog development in education, health care and elderly care and make the people’s life better; on increasing the sense of security, we should focus on some areas including epidemic prevention and safety, potential risks identification on key industries and social stability and safety, and take preventative measures  and firmly sustain the security line. Third, we should carry out the three “progresses” in a good way. On the project progress, we should accelerate the implementation of projects to put plans into practice that projects should have clear and point-to-point responsibilities; on the digital reform progress, we should bear needs with humane feature in mind to further explore the application scenarios; on the branding construction progress, we should vigorously create more high-quality brands to enhance the influence and social recognition of the work for people’s livelihood in Xihu District.
